The E.T Dead Bait Punch makes it possible to create very buoyant popped up baits, critically balanced or just add enough polyfoam to offset the weight of the hooks. Even works with semi-frozen dead baits.

Insert the punch into the dead bait, the point of the push rod extends beyond the tube making insertion simple.
Remove the push rod, but keep the tube inside the dead bait.
Cut polyfoam to required length.
Insert polyfoam.
Use the push rod to send the polyfoam to the bottom.
Retract the tube keeping light pressure on the push rod to leave the polyfoam in position.
